How It Works

Council Tax Reduction (CTR) is a locally administered scheme that helps people on low incomes pay their council tax bill. Each council in England runs its own scheme, so the rules, income thresholds and maximum reductions vary by area. Working-age claimants may receive a partial or full reduction depending on their circumstances.

Pension-age claimants are protected by a national scheme and can receive up to 100% reduction in their council tax. The calculation considers your income, savings (generally capped at £16,000), household size and the applicable council tax amount. Savings between £6,000 and £16,000 are assumed to generate £1 per week for each £250.

Many councils require working-age claimants to pay a minimum amount, often 8-25% of the full bill. Some councils are more generous and still offer up to 100% reduction. This calculator provides an estimate based on typical council schemes, but you should check your local council's specific rules.

What is Council Tax Reduction (CTR)? Means-tested discount on Council Tax bill. Replaced former Council Tax Benefit in April 2013 — administered by each local council with own scheme (not national). Working-age scheme varies massively: some councils max 100% reduction, others cap at 80% or less. Pension-age: national scheme — full reduction if income at Pension Credit threshold. Don't confuse with: single person discount (25% — automatic), disabled band reduction (band below), or empty property exemption (separate scheme).

Income and capital limits 2026. Capital (savings, investments excluding primary home): under £6,000 — full disregard; £6,000-£16,000 — partial disregard (£1/week per £250 above £6k); over £16,000 — no CTR (usually). Pension-age: same capital rules but if claiming Pension Credit Guarantee, capital ignored. Income limits vary by council scheme — typically allow some earned income, all of benefits, child maintenance often disregarded. Disability benefits (PIP, AA, DLA): usually disregarded (don't reduce CTR).

How to apply for CTR. Apply via local council website (search '[council name] council tax reduction'). Need: NI numbers (you and partner), proof of income (payslips, benefit letters, pension statements), bank statements (last 2 months), proof of identity, council tax account number. Processing time: 4-8 weeks. Backdated 1 month standard (3 months if 'good cause' — e.g. illness, missing info). Apply quickly after income drops — every week of delay loses money.

CTR with Universal Credit. Receiving UC doesn't automatically qualify for CTR — separate application required. Some councils auto-link via DWP data; others require manual application. UC income IS counted toward CTR calculation. Sample: single person receiving UC standard allowance £393.45/month = £91/week. Council may allow £30/week income disregard before tapering CTR. Result: typically 60-100% reduction depending on council. Working hours: UC taper (55% kept) interacts with CTR taper — combined effective marginal rate often 70-85%.

Pensioner CTR — automatic for some. National scheme for pension-age (66+) more generous and consistent. Pension Credit recipients: 100% Council Tax reduction usually. Income above Pension Credit threshold but below £x (council-specific): tapered reduction. Pension Credit currently underclaimed — 1.3 million pensioners eligible don't claim. Apply for Pension Credit FIRST (DWP); CTR follows automatically in many councils.
